Course Contents/Objectives/Teaching Method/Intended Learning Outcome
天然資源は「資源を効率的に配分する」ことが目的である経済学において根本的なテーマである。天然資源の配分は、その特徴から政策の介入が不可欠な問題である。本講義では、環境経済学の第二部として位置付けられ、天然資源利用や管理の問題における経済学の基本的な立場とアプローチを学んだ後に各分野における問題と政策について学習する。
天然資源の経済学は狭義の環境経済学と区別されることもあるが、近年その境界は曖昧になっており、また区別する利点も薄れてきており、環境資源経済学(Environmental and Resource Economics)と呼ばれることも多い。また、天然資源の経済学は昨今重要なテーマとして議論されている気候変動や持続可能性に密接な関わりがある。環境経済論bではこの資源の利用について考察する。
到達目標は以下のとおりである。
1. 環境問題に対処するために、以下の4つのステップを理解して問題を論じることができる
i. 環境問題を問題として定義するための科学的根拠の説明
ii. 問題を引き起こす経済的インセンティブの分析
iii. インセンティブの分析に基づいた効果的な政策オプションの論理的な議論
