Course Summary

We will explore some main issues of Japan's information and communications law from the viewpoints of interpretation and legislation. Specifically, participants will take turns to give presentations on respective issues that are highly arguable, such as the extent to which freedom of expression in the mass media is ensured, and the responsibilities of platform operators in handling distributed information. All participants will be encouraged to discuss these issues. In addition, we plan to analyze specific relevant judicial precedents (case studies) as appropriate. Based on the practical experience (approximately 30 years) of the instructor in charge of the program on the administration of information and communications policies, it is likely to arrange tours to facilities related to information and communications, depending on the participants' requests. Please note that the content of each session may be subject to change flexibly. Please also note that there may be some sessions held online while each session will primarily be held on a face-to-face basis.

Course Description/Objectives/Teaching Method/Intended Learning Outcome

The goal is to deepen understanding of possible solutions and legislative theories through rotating presentations on each issue that could be a moot point under information and communications law, in line with participants' discussions and legal considerations based on the presentations. Students will also consider how these issues are linked to actual policy making, while developing the ability to independently investigate preemptive research and to compile their own research findings.
