| Course Description | The Seminar is central to activities at SFC where faculty members and students work together on a diversity of issues as a prelude to the Graduation Project. At SFC, students do not merely learn answers to given problems. Education at SFC aims to nurture and send out leaders of the future who are able to identify problems and create methods of resolving them. Through participation in such research, students work on real problems in society and gain a high level of expertise, and with this in hand, they embark on their Graduation Project that will be their "fruit of designing the future" as well as a personal proposal as they advance towards the future as individuals. |

Course Summary
This seminar aims to pursue the cutting-edge of public administration research. Reading the English literature, students select a vital issue with public administration and then develop a research approach toward the issue. Given the research topic and progress, students will learn public administration thoeries and research methodologies.
Another activity of this seminar is fieldwork. The seminar will implement a research camp in Yamanashi, Niigata, or Gunma where the population is declining..

Course Description/Objectives/Teaching Method/Intended Learning Outcome
This seminar identifies that effective public administration requires a good balance between art and science. To address the contemporary issues of public administration, the instructor and students will pursue the following three goals as one team:
(i) Collect data from the field and empirically analyze them;
(ii) Grasp the status quo of citizens’ life and identify issues with public administration;
(iii) Keep learning, keep changing.
As a result of the long-term commitment to local governance issues, the seminar attempts to create new public values from SFC.
