Course Contents/Objectives/Teaching Method/Intended Learning Outcome

環境問題は経済学においては外部性の問題として扱われ政策の介入が不可欠な問題である。本講義では、環境経済学の入門講義として位置付けられ、環境問題における経済学の基本的な立場とアプローチを学んだ後に環境問題の各分野における問題と政策について学習する。また、環境という「値段のつけられない」価値を政策で扱うために価値を評価する手法の基本も学ぶ。

環境経済学は資源経済学を内包して定義されることが多く、とくに近年その境界は曖昧になっている。また区別する利点も薄れてきており、環境資源経済学（Environmental and Resource Economics）と呼ばれることも多い。環境経済学aではとくに公害、廃棄物、生物多様性といった環境問題に重みを置いた授業を行う。環境経済論bでは、水産資源、化石燃料、エネルギー、地球温暖化など資源問題と関連した環境問題を扱う。

到達目標は以下のとおりである。
1. 環境問題に対処するために、以下の４つのステップを理解して問題を論じることができる
i. 環境問題を問題として定義するための科学的根拠の説明
ii. 問題を引き起こす経済的インセンティブの分析
iii. インセンティブの分析に基づいた効果的な政策オプションの論理的な議論
iv. その政策が現実的に採用されうる、もしくはされない理由の説明
２．環境資源問題の各分野の背景・問題・政策の基本的な知識を身につけ、必要となった場合に効果的に調査研究できる
